ANCHE OBAMA CI VA GIU' TOSTO COL LABBRO DI FIRENZE



Ma il paragone con la Brexit è eccessivo e la sconfitta di Renzi è frutto delle manchevolezze del suo governo



The resignation of Italy’s prime minister Monday marked the abrupt downfall of the third key European partner of President Obama this year, as the president becomes increasingly powerless to confront a populist wave sweeping both sides of the Atlantic and challenging traditional U.S. alliances.

Matteo Renzi’s surrender in Italy came just seven weeks after Mr. Obama toasted the 41-year-old prime minister at a gilded State Dinner at the White House for possessing “the vision and the values that can carry Italy, and Europe, forward.” Mr. Renzi submitted his resignation after Italian voters resoundingly rejected his proposals for political reform in a Sunday referendum that became a judgment on Mr. Renzi and his internationalist stance.

Less than a week earlier, French President Francois Hollande — another key partner with Mr. Obama on issues such as fighting the Islamic State — announced he would not seek re-election. He was battling low approval ratings, high unemployment and a rising tide of conservative and populist forces.

Mr. Hollande’s announcement came less than six months after British Prime Minister David Cameron resigned in the wake of British voters’ decision to leave the European Union. Mr. Obama had traveled to London before the referendum and urged the British people to remain in the EU, to no avail.



Even for Mr. Obama’s supporters, the speed at which his foreign partnerships are crumbling has been breathtaking. Some of them wonder, as similar populist sentiment in the U.S. swept Donald Trump to power, whether Mr. Obama is presiding over the disintegration of alliances that have provided the foundation of U.S. diplomacy since the end of World War II.

“I do worry about the future of the West. I worry about the future of the trans-Atlantic relationship,” said Julianne Smith, a former national security official in the Obama administration who is now an analyst at the Center for New American Security. “These winds are blowing across the European continent, and there’s only so much we can really do.”

The last of Mr. Obama’s top European partners who is still standing, German Chancellor Angela Merkel, is expected to face a difficult re-election bid as she seeks a fourth term next year. The challenge facing her was underscored Monday as fresh anger erupted in Germany over Ms. Merkel’s “open door” asylum policy after the rape and murder of a 19-year-old medical student, allegedly at the hands of an Afghan refugee.

Rather than working to save his foreign friends, Mr. Obama actually has contributed to their collapses by publicly embracing their positions on issues such as Brexit, said Daniel Hannan, a conservative who represents Britain in the European Parliament.

“He flew over to London in the middle of the referendum, and he told us in no uncertain terms that we should do as we were told and vote to stay in the EU,” Mr. Hannan said Monday in an address at The Heritage Foundation. “And I have to say, it did have an immediate and tangible impact. There were four opinion polls published the next week, and they all showed a significant swing to vote ‘leave.’”

Mr. Hannan, a leader of the Brexit movement, said British voters weren’t reacting to Mr. Obama interfering but to his perceived hypocrisy.
“People objected to the idea that he was advancing, for us, advice that we knew his countrymen would never take,” Mr. Hannan said. “He was pushing policies toward Britain that Americans would never tolerate. He may have been the person who helped to push us across the line.”

He said the defeat of Mr. Renzi’s referendum in Italy was motivated by similar dissatisfaction over promises that the EU would bring prosperity and trouble-free border crossings throughout the eurozone — the so-called Schengen area in which 26 EU nations abolished passports and other border controls.

“It does show how difficult it is for the people who are implicated in the failure and the stagnation of the old policies in the eurozone to win any elections,” Mr. Hannan said. “Just as the debt crisis exposed the weaknesses of the single currency, so the migration crisis has pitilessly exposed the weaknesses of Schengen.”

White House press secretary Josh Earnest said Europeans who are frustrated by the economy are “looking for answers.” But he cautioned against reading too much into the similarity of election results in Britain, Italy and even the U.S. “Each of these is different,” he said. “You’re talking about different constituencies.”

Mr. Earnest said Mr. Obama has offered the best solution to voters’ anger — more government spending on programs to provide better economic opportunity. “The president has made the point, on a number of occasions, that policymakers need to be focused on expanding economic growth and looking for ways to drive that growth, both by investing in the citizens of their country, but also in making investments in local markets to try to spur that economic growth that’d be good for the global economy,” he said.

Alberto Mingardi, executive director of the Italian free market think-tank Istituto Bruno Leoni, said comparisons to the Brexit vote are overblown and that Mr. Renzi lost on his own merits. “It became a referendum on him,” Mr. Mingardi said. “Public service had not improved, and he had a very lax approach to public finance.” But he said there is a similarity to Brexit involving “the fear of triggering financial turbulence” in the banking sector.

Ms. Smith said the populist sentiment sweeping Europe and the U.S. spells trouble not only for the EU but possibly for NATO. And she said the election results overseas show the limits of presidential power in Washington.
“The lesson we’ve learned is that the United States has very little leverage, irrespective of who sits in the Oval Office, over what happens in some of these political referendums,” she said. “We were fairly empty-handed, sadly. The president chose to be very active in the case of the Brexit referendum, went over and gave one of the most compelling speeches, did far more than any other European leader and it was all for naught.”
Especially with Mr. Trump preparing to take power, she expressed concern about the future of longstanding U.S. alliances.

“People don’t really care as much anymore about the liberal order,” she said. “It certainly calls into question the utility of all the alphabet soup of institutions that make it up. Europeans having severe doubts about the utility of the European Union. People fundamentally do not have faith in this institution. It’s a little terrifying for those of us who have dedicated our lives to this. It’s been a bipartisan principle of U.S. policy for decades. We wanted the EU to be created.”

Le dimissioni del primo ministro d'Italia  hanno segnato la caduta improvvisa del terzo partner chiave europeo  del presidente Obama quest'anno; diventa sempre più impotente da affrontare un'ondata populista che spazza entrambe le sponde dell'Atlantico e stimola le tradizionali alleanze degli Stati Uniti.

La resa di Matteo Renzi in Italia si attesta appena sette settimane dopo che Obama ha lodato il 41-year-old premier in una cena di Stato  alla Casa Bianca per il possesso " della visione e dei valori che possono portare l'Italia, e l'  Europa, in avanti.
" Il signor Renzi ha presentato le sue dimissioni dopo che gli elettori italiani hanno respinto clamorosamente le sue proposte di riforma politica in un referendum  che è diventato un giudizio sul signor Renzi e la sua posizione internazionalista. "

Meno di una settimana prima, il presidente francese Francois Hollande - un altro partner chiave con Obama su temi quali la lotta contro lo Stato islamico - ha annunciato che non avrebbe cercato la rielezione. Stava combattendo indici di gradimento basso, alto tasso di disoccupazione e una crescente ondata di forze conservatrici e populiste.

L'annuncio di Mr. Hollande è venuto meno di sei mesi dopo che il primo ministro britannico David Cameron si è dimesso a seguito della decisione degli elettori britannici di lasciare l'Unione europea. Obama aveva viaggiato a Londra prima del referendum e ha esortato il popolo britannico a rimanere nell'UE, senza alcun risultato. ( ndr : ma non sarà che porta sfiga !? )
Anche per i sostenitori di Obama, la velocità con cui le sue collaborazioni straniere si stanno sgretolando è stata da mozzafiato. Alcuni di loro si chiedono, visto che simile sentimento populista negli Stati Uniti ha portato Donald Trump al potere, se Obama presieda alla disintegrazione di alleanze che hanno fornito il fondamento della diplomazia degli Stati Uniti  dalla fine della seconda guerra mondiale.

"Mi preoccupo per il futuro dell'Occidente. Mi preoccupo per il futuro delle relazioni transatlantiche ", ha detto Julianne Smith, un ex funzionario della sicurezza nazionale nell'amministrazione Obama che ora è un analista presso il Centro per New American Security. "Questi venti soffiano in tutto il continente europeo, e c'è poco che possiamo veramente fare."  ( ndr : ma nessuno che si interroghi sulle ragioni e sulle colpe per carità ! )

L'ultimo dei principali partner europei di Obama, che è ancora in piedi, il cancelliere tedesco Angela Merkel, si prepara ad affrontare una difficile rielezione alla ricerca di un quarto mandato il prossimo anno. Sfida imponente quella che le sta dinanzi, è stato sottolineato lunedi, dopo la recente rabbia  scoppiata in Germania sulla politica di asilo della signora Merkel "porta aperta" a seguito dello stupro e dell'omicidio di un 19-year-old studente di medicina, presumibilmente per mano di un rifugiato afgano.

" Invece di lavorare per salvare i suoi amici stranieri, Obama in realtà ha contribuito alla loro crolli abbracciando pubblicamente le loro posizioni su questioni come Brexit," ha detto Daniel Hannan, un conservatore che rappresenta la Gran Bretagna nel Parlamento europeo.

"Ha sorvolato a Londra nel mezzo del referendum, e lui ci ha detto senza mezzi termini che dobbiamo fare come ci è stato detto e votare per rimanere in Europa", ha detto Lunedi Hannan in un discorso presso la Fondazione Heritage . "E devo dire che ha avuto un impatto immediato e tangibile. C'erano quattro sondaggi pubblicati la prossima settimana, e tutti hanno mostrato una significativa oscillazione a votare 'lasciare' ".

Mr. Hannan, uno dei leader del movimento Brexit, ha detto gli elettori britannici non reagivano a Obama per la sua interferenza, ma per la sua ipocrisia percepita.

"Le persone hanno contestato l'idea che egli avanzava per noi, consigli che abbiamo visto i suoi connazionali non avrebbero mai preso ", ha detto Hannan. "Stava spingendo politiche verso la Gran Bretagna che gli americani non avrebbero mai tollerato. Potrebbe essere stato la persona che ha contribuito a spingere noi attraverso la linea ". ( ndr : evidentemente Obama  ha preso gli europei per coglioni )

Ha detto ( ndr OBAMA )  che la sconfitta del referendum del signor Renzi in Italia, è stata motivata dalla insoddisfazione per le promesse che l'UE avrebbe portato prosperità e senza problemi ai valichi di frontiera in tutta la zona euro - il cosiddetto spazio Schengen, in cui 26 nazioni dell'Unione Europea abolito passaporti e altri confine controlli.

"Mostrano quanto sia difficile per le persone che sono coinvolte nel fallimento e nella stagnazione delle vecchie politiche nella zona euro  vincere eventuali elezioni", ha detto Hannan. "Così come la crisi del debito ha esposto i punti deboli della moneta unica, così la crisi di migrazione ha impietosamente messo in luce le debolezze di Schengen."

Il Capo stampa della Casa Bianca Josh Earnest ha detto che gli europei  sono frustrati dall'economia e sono "in cerca di risposte." Ma ha ammonito contro lettura troppo in la somiglianza dei risultati delle elezioni in Gran Bretagna, Italia e persino negli Stati Uniti "Ognuno di queste è diversa," lui ha detto. "Si  sta parlando di circostanze diverse ."

Mr. Earnest ha detto che Obama ha offerto la soluzione migliore per la rabbia degli elettori - più spesa pubblica per programmi per fornire una migliore opportunità economiche. "Il presidente ha fatto il punto, su una serie di occasioni, sul fatto che i politici devono essere concentrati sull'espansione crescita economica e alla ricerca di modi per guidare la crescita, sia investendo nei cittadini del loro paese, ma anche nella realizzazione degli investimenti in locali mercati per cercare di stimolare la crescita economica che sarebbe un bene per l'economia globale ", ha detto.

Alberto Mingardi, direttore esecutivo del libero mercato italiano think-tank Istituto Bruno Leoni, ha detto che i paragoni col voto Brexit sono esagerati e che il signor Renzi ha perso  suoi propri demeriti. "E 'diventato un referendum su di lui", ha detto Mingardi. "Il servizio pubblico non era migliorato, e aveva un approccio molto lassista di finanza pubblica". Ma ha detto che c'è una somiglianza con Brexit che coinvolge " il timore di scatenare turbolenze finanziarie" nel settore bancario.

La signora Smith ha detto che il sentimento populista, spazzando l'Europa e gli Stati Uniti, porti guai non solo per l'UE, ma forse per la NATO. E lei ha detto che i risultati delle elezioni mostrano all'estero i limiti del potere presidenziale a Washington.

"La lezione che abbiamo imparato è che gli Stati Uniti hanno molto poco effetto leva, a prescindere da chi siede nello Studio Ovale, su ciò che accade in alcuni di questi referendum politici", ha detto. "Siamo rimasti abbastanza a mani vuote, purtroppo. Il presidente ha scelto di essere molto attivo nel caso del referendum Brexit, è andato oltre e ha dato uno dei discorsi più convincenti, ha fatto molto più di qualsiasi altro leader europeo ed è stato tutto inutile. "
Soprattutto con il signor Trump che si prepara a prendere il potere, ha espresso preoccupazione per il futuro di lunga data sulle alleanze degli Stati Uniti.

" Alla gente non  importa più tanto circa l'ordine liberale ", ha detto. " E certamente chiama in causa l'utilità di tutta quella zuppa alfabetica di istituzioni che lo compongono. Gli europei hanno gravi dubbi circa l'utilità dell'Unione europea. Le persone fondamentalmente non hanno fiducia in questa istituzione. E 'un po' terrificante per quelli di noi che hanno dedicato la nostra vita a questo. E' stato un principio bipartisan della politica degli Stati Uniti per decenni. Abbiamo voluto l'UE da creare. "
